The concept of Workflow is that it has one or more 'states', and between each 'state' there is a transition. 

Under Site Building -> Workflow, create a new workflow for the content type you want and assign it to the content type, then add one or more states, and edit the settings for who can move the item to another state (the transition) (e.g. creation -> published).
